The Building agent investigates against the per-building model, drafts a setpoint change or a service ticket with the expected kWh saving and comfort impact, and asks. Inside the pre-approved envelope, changes write back to the BMS automatically. Outside it, your energy manager approves first. Every write, every override, in the audit trail.
